The income qualification System To Become a Permanent Resisdent

This is not really for my benefit as I have more than the minimum level of income to qualify, but it crossed my mind today. Let's imagine for example, someone applies to become a permanent resident in Ecuador but the applicant only has say a guaranteed income of say $500 but his wife who is also coming also has a SS income of say $500. Would they qualify on a combined income basis. I am just curious that's all.
