pensioners visa

Please reply if anyone can clarify what I've been told on the phone with both Ecuadorean Embassy in DC and consulate in NYC.
My understanding before talking to them was that if I had all necessary documents from my proper local sources notarized and then had them apostilled by the NYS Dept. of State I could fly to Ecuador on a round trip ticket, have my passport stamped T-3 for a max 3 month stay and when in Cuenca apply for my pensioners visa. The Embassy and consulate told me that I would first have to have them 1) sell me a six month tourist visa, 2) approve my social security letter for $800 or more per month income, 3) they would have to approve my local police report and I believe one of them said that my letter stating that i had no contagious diseases would have to include a negative HIV test.
1) Is any of this true
2) If so, specifically what do I need done by Ecuadorian authorities here if I am to be approved in Cuenca to apply for and "successfully' obtain my "pensioners visa.
3) Is this all misinformation and there is no need for ANYTHING from Ecuadorean Consulate approval as long as I have all required documents and they are all locally notarized in my county and then apostilled by NYS Dept' of State.
Sorry for so many words, but I want to know have all my ducks in a row. But I don't want to have or pay for ducks I don't need before i leave for Cuenca on Jan. 9, 2014. alittle over 3 weeks from now.
Probably the best information would be from expats who left the US with all their documents in order, entered Ecuador with just the T-3 90 day passport stamp and have successfully obtained their residency visas.
I was in Cuenca for 2 weeks in April (I know that leaves me with 75 days left on a T-3 stamp) but I'm sure Cuenca is where I want to be.
I'm divorced and coming alone so I especially would GREATLY appreciate any and all help to get me through this process.
