Cat adoption? Scams?

I've been living in Quito for about 3 months now, both gf and I work here. We've recently gone searching to adopt a cat, but it seems ALL the postings on these expat trade sites that feature cat adoptions are scams. The pictures, when reversed searched, are ALL over the place, from Norway to UAE to Ecuador. I emailed one, they sent back this very long questionnaire that makes it seem as if they're legit, but the picture they're using is copied from all over the place. They have an exact similar ad saying they're in Canada.

I won't link it directly, but the majority come from expatads dot com.

What's going on with these things? And if they are not legit (which I am thinking they aren't), where can a guy go and find a kitten to adopt? Without supporting a kitten-mill, of course.
