Surfing and chilling

I'm not a surfer, but I would like to try it again now that I'm older.
I have lived on the west and east coasts of the US, (Wash. and Cali one the West and FL/NC/SC/VA/ on the east).
In Washington the water is cold.. (The Pugent Sound is beautiful but frigid) and even all the way down in San Diego it is still cold - but they waves are really great.
The East coast beaches aren't much on waves - some days they're alright.. surfable,, other days they are just fun to play in. Never really big unless a storm at sea in coming in. But, the water is a lot warmer, especially late summer and early fall.
But I haven't been to the coast in EC yet.
So my question is:
What are the ocean temperatures like, and are the waves of any size like up in Cali?
