Visa Overstay and border crossing October 18, 2017

I’ve overstayed my Ecuador Tourist Visa of 90 days. I wish to cross the border in Tulcan and enter Colombia.

1. Does the land border crossing issue an exit stamp allowing entry to Colombia under these overstay circumstances?

2. Is there a monetary penalty?

3. Does the 9 month reentry penalty on a Tourist Visa apply?

I’m VERY frustrated that updated Visa information is not readily available and hope you can assist. The internet has hundreds of postings on this topic going back to 2010 but none are applicable due to constant changes to Visa laws in Ecuador. I learned that 90 day extensions on Tourist visas are no longer issued WHILE waiting in line down at the Agosto migration office in Quito. A small paper was posted on the wall in Spanish. That was it. Nothing else. Thanks Ecuador.

So I’ve just learned the hard way that Ecuador suddenly changed its extension policy for the 90 day Tourist Visa now mandating ONLY a one year Visa, $400 fee plus $50 application plus $5 police report, which ALSO requires proof of insurance and a bank account statement showing $4,500. (Apparently, Ecuador imposed this to deter the Venezuelans fleeing Maduro. I guess it was easier to gouge gringos than simply restrict Venezuelans.)
