Days allowed out of country?

I am trying to find out how many days I am allowed out of the country. I received a residential professional visa in NYC on Feb 7, 2017, the same week the consulate stopped issuing residential visas - I must have gotten one of the last ones. The type is 9V Ext (with expiration indicated as "indefinida". I have gone to the Cuenca immigration office, the customs offices at 2 airports & the ministerio del interior & received LOTS of different answers. Last week I went to the government offices in Azogues. In Azogues the visa person said that year one started the day I received the visa (i.e. Feb. 7) and that I am allowed ninety days out of Ecuador... which is OK because now I am in the second year & start over. She said the number of days is determined by my type of visa (9V Ext). I asked if I could have her name, or something in writing about the start date for the year, etc. and was told NO. I thought Article 65 extended the # of days to 180 for the first 2 years...? But maybe not for me. Kind of hate to pay a lawyer for confirmation, & am not even sure if the lawyers know, as various visa facilitators have given me different answers - I believe the new laws are in a state of flux...Any comments?
