Can people whom firmly believe that compliance with any civil rules is a sign of weakens - the thing that are culturally acceptable here are not stopping at a traffic red light – not standing in line - young women and men use provided seating for elders in public transportations - smoking in a none smoking places - and when littering is also culturally acceptable.?
