importing a car from the usa

Hello,

I have been residing in Estonia for almost a year and I would like to import a car from the usa. Does anyone know the laws for importing an auto that does not have a european model? I have been told if there is a european version for the auto it will be very difficult to import it, however, if there is no european model it is not so difficult. Is there a web site with the information, or an office in Tallinn where I could obtain information about this?
