living in france - working in germany

hi

i'm an american from north carolina. currently i live and work in south germany on the border to france and switzerland and would like to relocate to the alsace area in france. i'd be commuting between france and germany because i'm going to continue working in germany. does anyone know whether i need a resident permit for france? i know that citizens of eu member countries don't need one but what about other nationalities?
