Find a job in informatique in France

Hello,

i'm French and my Boyfriend is living in Italy but is Romanian. He really would like to come to work and live in France, I'm sending CV's for many months on all the website possible, i sent to recruitment compagnies specialized in informatique, to the most famous job search websites such as monster...i also sent to the biggest informatique companies, but No answer. I think its probably because of his nationality, but i even removed it from his CV and i didnt get more answers. I dont know what to do, does anyone could help me ? Does anyone know some associations that could help us?
