Local Taxes (fonciére & d'habitation)

Hello,
I've been tracking our taxe Fonciére & d'habitation charges since 2002. Each has been increasing each year with Fonciére at the high end of about Euro 50 each year. The base amount (Cadastral value) has been rising from 1.5% to 1.9% each year while the actual charges for the departement, region, et al quite a bit more.

Does this seem reasonable?
