Need Help! Anyone Living in Nice, France?

Bonjour!

I'm going to Nice for my postgraduate study of 2 years on a scholarship and my husband is coming too. He has been working as a highway engineer for the past couple of years and of course he has to quit his job now that he's moving to Nice with me so I need some pointers. He doesn't speak French but I've been going to French classes for 7 months now.

What's the cheapest decent accommodation there for a young couple?
What kind of jobs are available for someone with his background?
Is there any inexpensive short courses or training that he could join?
We don't indulge in luxurious lifestyle so how much do we need (approximately) for living?
We're Muslim Malaysians, so could there be any obvious racism?

And anything else that I may have missed out here, feel free to guide me. All genuine help would be very very very much appreciated. Merci beaucoup!
