Insurance to meet Visa Requirements

I'm 66 and applying for a long term visitor visa to retire in France. I'm a US citizen living in the San Francisco bay area.
I have a quote for travel insurance and it does meet visa requirements.
Will it also meet requirements for a residence permit? I may need to carry it for close to two years before I'm accepted on the state health insurance.
