UK to France move

Hello,
I'm new here. I have a duel citizenship US/Switzerland. I have passports for both. My husband has duel citizenship UK/Ireland. He has a UK passport, but not an Irish passport yet unfortunately. We are living in the UK and plan on moving to Strasbourg before Brexit on March 29th. Probably will be going at the end of Feb. Since we won't really be established there yet with jobs, etc., will there be a problem for my husband? What I have read is that UK expats in France will be able to stay if they show that they are established and have been residing there for some time. We have considered Germany but have not looked into those rules yet. Thank you for your time!
