Americans and French Mortgages

Hello, it has just come to my attention that banks are not giving mortgages to Americans. My agent just had a New Yorker apply for a mortgage and although the client had plenty of income, they could not find a bank to lend to them. Does anyone have any insight on this? Thank you!
