Where should I start?

Hello,
I’m Italo-American who didn’t communicated to the Itália Consulate that I was living in USA. I thought that being in USA legally was enough and that when I was ready to go back to EU it’d be just fine.
So, 20 years passed and I’m going back in the second semester of 2021 but, this time, I decided to move permanently to France.
Recently I was told that, without that “registration in the Italian Consulate when I arrived here in USA” I will have to pay taxes for the few pieces of furniture (very few, really and my beloved just 100 books which I can’t part from) and I’d like to take with me when I re-enter the EU.

With the COVID-19 shutdown and the horrific service offered by the Italian Consulate in San Francisco, CA it’s been impossible to access information about it or even renew my Italian Passport so, I imagine that, my last alternative will be moving back to EU with my American passport... I have no idea how to proceed with packaging, shipping... will it count against me when I get in France?
Is there someone who can advise me about it?
