Real Estate / Cost of maintaining a property in Thessaloniki / English language

We wish to purchase our home in Thessaloniki and would like to understand the real estate market.
Interested in knowing if homes are selling at asking price, below, or above asking prices? Is this pattern consistent, or varies specific to locations? We are interested in a suburban location, close to a harbor. Any towns or villages within the suburbs that we should stay away from?

Have looked at utility costs in Thessaloniki and have found different values on the internet.
Are the utility costs the same for properties situated in the city center vs. suburbs?
Would like to know the average for a home of 200sqm in the suburbs?
Also, how are the property taxes calculated? Approximate tax value for a home of 200sqm?

Although we are of Greek origin, our first language is English. Is English widely spoken and understood by locals?
