authentication in California

Got a problem. I need to authenticate in California the letter verifying my pension fir the visa de residente pensionado. Sounds simple enough, but... The Consulate in Los Angeles told my son it did not know where documents could be authenticated. (The Embassy here in Costa Rica did not know either.) I have written to Relaciones Exteriores in Guatemala, but who knows when/if I will get an answer? Has anyone in California authenticated a document for a Guatemalan visa? One possible source is the California Secretary of State.
