Purchasing Real Estate - Checklist?

I'm from the US. I'm interested in purchasing property in Hungary for retirement. We have trusted locals who are able to help navigate potential fraud. However, they were unclear on how a non-resident would go about purchasing property. Could anyone offer a checklist for the process?

We were told that we had to:
a) Get a resident visa through the State Department
b) Get 'permission' from the Hungarian Government for a fee (?)
c) Put down at least 20% on the property.

I feel like there is a lot being left out. Thanks for your help!
