Join Family Visa

My partner was accepted to a PhD program in Dublin beginning in January of 2017. We are not married but qualify for De Facto relationship status under Irish Immigration law. Does anyone know how long she must "make academic progress
and time limits on the research project" before I am allowed to join her?

It also appears that the PhD join family visa does not give me residence and "if granted immigration permission, continue to
be subject to the employment permit requirements as operated by the
Department of Jobs, Enterprise and Innovation.". I assume that this means I must find a job that can/will hire a non-EU national. I am a business owner and entrepreneur so I am not on the needed skills list but I do not have the €500.000 minimum investment to buy my way in for the investment green card. Any advice?
