Work Visa

I'm a 45-year-old Canadian woman looking to move to Ireland in the spring of next year. I've been looking into the process of applying for a work visa, and I'm a little confused. I know that I cannot actually apply until I've landed in Ireland, but do I need to wait until I have an offer of employment from somewhere before I apply or can I just apply for a general work visa and then look for a job? As well, I'm a transcriptionist and mostly work online which I'm planning to continue while I'm there. I was just thinking about getting a part-time job like bartending as a way to get out of the house and meet people. Does anyone know if there might be any issues with this?
