Eu national willing to move Ireland

Hi, after checking all the form and answers, I am ready to ask my own question:)
I am Eu national (Cypriot) who has been living in a non-eu country (Turkey) for 10 years. My husband is non-eu but we are planning to move Ireland because we really love Irish people, Irish history and would love to raise our 3 years-old son in EU country. We are not looking for job in Dublin because rural or small areas are better to us.( so sick of big cities!). What wisa should he apply to go and move in Ireland ( kind of EEA family permit?) and will I have to pay for my son's school? One last question, I am a psychologist and will search for job, which places do you suggest for job hunting and also calm life-style? we really liked Cork, Waterford and Galway. Heard that Limeric is not that much safe place but not sure.
