Expat renting in Ireland

Hi I am an EU citizen wishing to move to Ireland but after reading online I found that there is catch 22 situation.

Apparently to rent you need a PPSN but to get that you need an address and a job but to get a job you need a place to live and a PPSN.

I want to know if this is true and how can I get around it and I also want to ask if I still need a PPSN when renting in a houseshare?
