Can the FBR be searched?

I'm a dual US/Irish citizen (father born in Ireland) married to a man w/ Irish-born grandparents. He obtained Irish citizenship through FBR sometime in the early 80s but he can't locate his certificate and he isn't precisely sure of the year. What can we do to find this information? Someone told him that the FBR had to be searched by hand and that it cost all sorts of money but we just don't know. We're not even sure who to contact. Can anyone help? Many thanks in advance!
