PPS number

Hello - I'm dual British/Irish, got both passports. Want to retire to Ireland, but want to rent a base to look around for suitable house. My problem is, though I am Irish citizen, don't live there - can't rent without PPS number, and it seems they won't give you that until you are resident. Catch-22 situation. I'm flying over next week, with my Irish passport, and have an appointment to get a PPS number - does anyone know, if this is an automatic right to be given one being a non-resident, yet Irish? You can't seem to rent anywhere without a PPS, so do you see my predicatament? Any advice gratefully received. Thanks!
