Retiring to IE

Hello all!
We are thinking of returning to IE within the next year. We lived in Co Kerry in 2016 for a bit, came back to NY...and now are thinking of returning. I am a dual citizen and we are retired professionals.
A couple of questions for those of you who are retired and living there now...
First, who do you pay taxes to ...US or IE...we will not be working. Right now, we pay taxes on SS and my teacher pension ( fed only).
Second, regarding Medicare. We will be eligible for it next year. If we are living out of the country, do we have pay it? If anyone has any sites we could look into this, it will be appreciated.
