Is the larger Sligo area a good place for an older American high-tech professional/decent golfer (and wife) to retire?

I'd like to buy a run down farm house around Sligo and fix it up. How long does it take to get a find an architect, finish a design, get permits and construction started on such a property? If the answer is several years, then I'll move along....

Is it difficult for older couples to integrate in the social scene in the larger Sligo area? I like to golf and my wife loves horses.
