U.S. Citizens living abroad are entitled to a tax credit of $1,000 per child with only a minimal taxable U.S. income. Until 2009, you needed an income of over $8,000 a
year, but in 2009, you only need a taxable income of $3000 (for US citizens living in Israel). So many more families are eligible this year, and it is not too late to take advantage of it – you can apply for a while longer, but the sooner you start the process, the sooner you get the money!
