Libretto Sanitario- Medical Care

I've received my long term visa and after living in Italy one year I will be able to apply for Italian citizenship. I will be moving to Firenze next month. I need advice on acquiring the Libretto Sanitario. In other words how do I go about becoming a user of the socialized medical system of Italy? Is there a specific department I would have to submit an application? Any assistance will be greatly appreciated. Thanks....
