Autonomous Work Visas - hard to get?

We (hubby + 2 kids) are planning a year long trip to Italy starting summer 2009. My husband owns a small software consulting business with no Italian clients (so he won't be taking an Italian's job) and can work from anywhere. Does anyone know the quota for these visas?

He could technically not work while we're there and just draw dividends (unearned income) from his contractors that would still be working in the U.S., creating a lower income for us. Then we could try for elective residency. Does anyone know what kind of income and assets the consulate is looking for to grant an elective residency visa?

I appreciate any ideas or help in how best to negotioate through the visa requirements.
