Moving to Italy.. your advice needed T_T

I just got accepted to a doctoral program in Turin starting January next year, yet I also planned to get married before going. I know that I have to prepare the nulla osta at local prefecture for her, but if it is possible, I would like to make the process as soon as possible. From your advice, what kind of documents to make it faster, say less than 1 month? Plus, do you know where to find a good (but cheap) appartment online (say around 400-500 Euro) with utilities included? And what things should I take in mind when checking the appartement contract, so it is acceptable for a nulla osta application?
