VAT tax

We purchased a home 3 years ago in Marche paying the 4% tax because we planned on spending 6 mos./yr. in Italy. We returned to the US after 3 mos. with plans to return the following Spring. My husband and I both developed health issues which prevented us from returning to Italy the next 2 years. We are planning to return early Spring 2015. We just received notice that we need to pay 11.400 euros (15,276.00) by 8/25/2014 or they will foreclose. I am panic stricken. Do they ever allow partial payments. We do not have access to that kind of money in a lum sum. Anyone have experience or advice concerning this? slh43
