Buying a car in Italy...or France??

Hi, my wife and I are dual citizens, she is French and American and I am Italian and American. We're moving to San Remo, Liguria - and we need to buy a used car.

We haven't lived in Europe so we need any advice on buying, registering and insuring a car.

Is there any advantage to buying the car in France and then taking it to Italy? Or is it better to buy in Italy? I've heard that there is a yearly tax that Italian citizens pay for owning a car. If there is a tax... is it significant and is there a way to avoid it by buying the car in France - insure it there, etc?

Also, I know we have to get license plates from Italy too, so perhaps it's not even possible to do what I'm asking - buying and registering in France in my wife's name.
