Italian bank account, paying bills

After trying to avoid opening an Italian bank account, in September I decided it was unavoidable and walked into the Fineco branch in Siracusa. It took over an hour. I filled out piles of forms including the US FBAR form for declaring the account to US authorities.
After waiting over a month I finally got an answer that they cannot open the account. No explanation (trying to get one).

So again I am asking, is there a way to pay electric and water bills while I am not in Italy without an Italian bank account? Is there a way of opening an account through a lawyer in Italy (asking him also)?
Any recommendations of banks where it is relatively easy for a foreigner to open an account?

Right now I see me showing up to the apartment in December and having no water or electricity.
