Residency

I am a dual citizen and am considering moving to Trieste. A couple of questions:

1) My plan is to stay in Trieste for approximately 3 months and re-evaluate if I want to remain in Trieste or move to another location in Italy. Should I move, how would that effect my residency and the benefits that come with establishing it? And, what are the benefits that come with residency?

2) How does traveling outside of Italy for a period of time (several months) effect residency? Do I need to go through the process all over again?
