Postepay prepaid cards

I FINALLY got registered on the Enel site to pay some unpaid bills, which I will do with the help of some Italian friends in the meantime.
I hesitate trying again to open a bank account to pay bills. I see on the Enel site that you can pay with the prepaid Postepay card. There is even an Enel Postepay: http://www.postepay.it/Postepay_EnelMia/postepay_EnelMia_home.html Has anyone used these? Are there any regulations on non-Residents buying these? I have exactly one day in Siracusa that I can take care of that issue.
