medical insurance

We are retired Americans, 80+ yrs.old. Desire to retire in Italy some 100km from Torin. Our US Govt subsideized medicall insurance will cover us with no upper limit but will not cover repatriation or emergency return to USA for medical needs. Commercial insurance companies are NOT interested due to our age. Will Italy give us a residence visa; we have monthly $2500 plus us govt. pension and social security, more than adequate savings well over $60K.
