Permesso di Soggiorno

If I stay in Italy under 183 days/year, I am not a resident. Do I need to get a permesso di soggiorno? What if I want to rent an apartment long term, like 4 years but use it only as a piede-a-terre, will Italy say I am a resident? I have the opportunity to get a good deal on a long term apartment but don't want to become a resident.
