Bank recommendations

Banking questions/issues have been topics in the past but I am under a bit of pressure and don't have much time to search the forum, so would like to ask : need to open a bank account and would be grateful for recommendations. It would only be to pay rent etc. as I still have my home account abroad (I'm a EU citizen if that makes any difference in opening an account).
Also, I've been trying to find ATMs that disperse cash, the ones that have the PLUS sign. Have talked to banks, looked at ATMs, nothing. Normally there's a label on the ATM that has the PLUS sign, Visa, MC etc.
I've withdrawn in Italy and other European countries in the past, so am a bit confused.
