Healthcare Eligibility

It seems a crimp may have just been tossed in my plan. Is it true that one cannot get an Italian health card (tessera sanataria) unless one has a long term lease on an apartment?

I have Italian citizenship and am planning to start out in Trieste, but want to rent for 6-months to make sure that's where I want to be before making a longer term commitment. I am recovering from a few health issues and may need to access the system while I'm there.. (I got Lyme while visiting a couple of years ago, and may need help with treatment)
