a life in Italy as none residents

Hello,
As we browse this forum, it become clearer that residency in Italy is not really a must, we live in Israel, which is only 3 hours flight from Rome, we consider the following:
- a few months italian life 'trial' (renting an apartment, learn the language, etc.)
- Obtain a codice fiscale at the embassy
- Buy an apartment / house
- Enjoy this house several times (2-3) a year, each time for short periods (2-3 months)

Are there any caveats in this approach?

Will we be able to buy a car,insurance,bills with our codice fiscale?

Will the authorities count our overall time in Italy if it exceeds 6 months in a certain year?

Will we be able to purchase a medical insurance at a reasonable price as none residents?
