Faulty Appliance

I hope someone can help, I need to know if there is such a thing as Consumer Rights. I bought a new dishwasher on behalf of my landlady from our local appliance store, Bosch brand, and it has not worked since they installed it. 6 weeks now. A technician has come twice now and has said he will be back with a new part. This was 2 weeks ago, no sign of him. The shop said they do not replace unless the machine is deemed irreparable. I keep going back weekly but now they are starting to get abrupt. I contacted Bosch headquarters and their response has not been helpful.
