different consulate, different requirement?

Our Elective Residency visa appointment at the SF consulate is in two weeks. I've noticed that there are requirements at other consulates that don't appear on the SF page. For example, some consulates require proof of medical insurance. Some require certified marriage certificates. Some require an extra copy of all documents.
And some require the letter of "reason for establishing residence" to be notarized.

None of these this seem to be required at SF. I'm concerned that the requirements will be more than they state. Does anyone have experience with this?
