Elective Retirement Visa

I am currently a U.S. Citizen with residence status in Croatia. Does anyone have experience applying for the Italian Elective Retirement Visa without returning to the U.S. I do not wish to return to the U.S. to apply and hope to apply at Italian Embassy in Zagreb. Any comments out there ?
