condominium charge

Trying to find information about a condominium charge. What it is for and whose responsibility it is to pay. Have been asking around but no one can provide specific information. It's being issued electronically by a bank (which happens to be my bank but I don't think that it's related). The only other information on the statement is: addressed to 'condominio' followed by my address; MAV elettronico bancario; 3A rata ordinaria.
The owner says it's my responsibility. Never heard of such a thing, makes no sense as the way I see it is, I don't own the condominium. I'm paying rent and all the other related costs. It's a fairly significant amount on top of it.
