getting a class D national visa for Italy

I live in Kentucky and have an italian girlfriend and want to move to Italy to live with her .I visited italy on June the 18th and returned on July 26 under the schengen treaty without a visa but now decided to apply for a class D elective residence Visa .Does anyone know if I can apply now or have to wait 180 days from June 18th to apply? and if i'm not going to live in a rental or hotel what do i need to prove I will have unpaid accomodations?
