Municipality Notification

My husband and I as retirees have obtained the National D visa to live in Italy. We are renting an apartment in Campione d'Italia, an Italian commune located within Switzerland. Our landlord asked for our date of birth and nationality as they have to inform the municipality of our arrival. We are not third world, mideast, or other type of refugees, we will not be working, and are (to my knowledge) not criminals. So why does the municipality have to know?? Would someone who has similar experience shed some light. Thanks
