Permesso vs Integration Agreement

Help, help: We are in the process of renewing our PdiS for the 3rd time...all seems to be going smoothly...BUT we just received a letter from the Sportello Unico per L'Immigrazione (we are not interested in becoming Italian citizens) saying they are terminating the immigration agreement (we must have signed something back in 2014 when we first applied for res.) due to partial non fulfillment of language and civil culture...I do remember hearing at the time in order to be considered for citizenship you had to fulfill these...we didn't think that meant us. Question smart people (Sergio et al): will this affect our PdiS? We sent the docs in Aug and just had our fingerprints taken 9/24. Thank you for any input.
