Expat Community in Pescara/Abruzzo

Hi everyone. I am an American seriously considering to retire in Pescara in a few years. I have visited Pescara and surrounding cities several times, and find the food, people, reasonable cost of living and being away from the big tourist areas much more suitable to my liking. I plan to visit the area at least yearly in order to continue learning more about the city and to make friends. My Italian is limited and I am looking to improve before I plan to move. Is there an English speaking expat community in Pescara/Abruzzo? My concern is with the possible language barrier if I were in an emergency situation, it could create a problem for me in the future. Any advice is greatly appreciated.
