Same-sex couple looking to move

My partner (who is a dual citizen between Italy and the US and is living here in the US) and myself (a US citizen residing with my partner here in America) are married in the US (same-sex couple) and are looking to relocate to Rome.

I understand that we have to get our marriage certificate translated and that my partner must register it in Italy.

What we are unclear about is how to go about relocating to Italy. Every site I see explains how to do it if your Italian spouse is already living in Italy (via a family visa). But mine is not. So, while my partner could easily just pick up and move to Italy, I don’t know which visa process I should do in order for us to move together.

Someone else on another forum mentioned that they would have to move first and set up residency and then I would apply to join him. But that definitely doesn’t seem right, not logical. It would require being apart for what could take many months or over a year. So, I’m looking for some firm guidance.
